On Tuesday December 29 has been big news in Latin America: President Lula sanctioned, with slight changes, a law REDUCTION EMISSIONS OF GREENHOUSE GASES-GHG- . I agree with those who say it still has limitations that need to regulate it, etc. But undoubtedly, President Lula is determined to act above the rhetoric that characterized the COP-15 in Copenhagen (the excessive media hype and expectations for this summit has led me to keep my mind on prudent reserve) .

This law provides reductions of between 36.1 and 38.9% in global emissions of Brazil, by 2020, based on 1990. It is certainly a goal shy, if we consider that between 1985 and 2000, greenhouse emissions in Brazil grew 65%. But are facts and, to me, that is worth more. The process will be long and difficult, as illustrated by the declaration of infeasibility that the French constitutional court recently issued (December 29 also go a paradox!) On the rate of carbon that Mr Sarkozy wanted to implement the law. In fact, too many and vast geo-economic interests are at stake. For example, Brazil is two years of becoming the first Latin American oil power and this has been the lever of its emerging leadership in the global context and in the so-called BRIC-Brazil, Russia, India and China. Therefore, it is reasonable to think that in this context, it is unrealistic to ask it not to fossil fuels, without going through a planned transition.

President Lula: the limitations above, you are showing the world the path of action, much more promising than the way of rhetoric. Thanks, and keep moving forward!
